Community Development
Community Development manages most of the City’s funding from federal, state, and other external sources, to implement both neighborhood improvements and Citywide programs that benefit low-moderate income persons. Our main annual funding sources are federal CDBG, Emergency Shelter Grant, HOME funds and a state Social Services Block Grant. The largest use of the funds is for the City’s housing rehabilitation and home ownership programs. Other major uses are neighborhood planning, infrastructure improvements, economic development, and sub-grants to human services agencies. CD staff is involved in all stages of these programs: developing projects, evaluating funding requests, making funding recommendations, monitoring the use of funds and program achievements, and ensuring compliance with pertinent federal regulations.
